COMMITTEE MEETINGS
Committee meetings
Hybrid committee meetings for the City of Oldenburg: a practical example.
PROJECT
Project description
In a pilot project of the City of Oldenburg, an average of two committee meetings of the Oldenburg City Council are broadcast live every month for one year. The aim of the project is to give citizens who, for various reasons, do not want or are unable to attend the meetings in person access to them, and to make local politics more transparent.
EXECUTION
On-site production
For the technical implementation we use a remote system. In the meeting room, two PTZ cameras, an SRT transmission module and a bonding router with 5G backup are installed. The devices are placed unobtrusively so that the meeting is disturbed as little as possible. Audio is tapped from the City of Oldenburg’s conference system and added to the camera images. The on-site broadcast technology sends the camera images with sound and any presentation, time-synchronised and with low latency, to our remote control room via the bonding router, which is connected both to the local internet connection and, as a backup, to the 5G network.
Remote control room
In the remote control room the signals are cut and graphics such as lower thirds, agenda items and PowerPoint slides are added. The transmitted audio is post-processed and prepared for broadcast. The cameras on site are also controlled from there, so that optimal pictures are always captured. To meet the data protection requirements of individuals on site, the relevant passages are blurred out in the control room.
Livestream
The result is a livestream that brings the meeting to people in an informative and visually appealing way. The livestream is then transmitted to the City of Oldenburg’s public YouTube channel, where it is available to citizens.
As an alternative to the common platforms, we also offer transmission to our own player, which can then be embedded on a website. This also makes it possible to provide documents related to the meeting. In addition, the transmission quality is usually even better than on YouTube.

Demo video
In our demo video we show what the broadcast of a council meeting can look like for viewers.
It shows all the graphic elements that we also use in the pilot project of the City of Oldenburg. As no recordings are made of these meetings, we have replaced the meeting content with sample content.
All graphics and image elements can be customised.
Benefits
- Local politics becomes more openly accessible through live broadcasts. It offers another path to more transparent politics and gives insight into the discussion of current decisions.
- Remote production hardly affects the proceedings, as no disruptive technicians or camera operators have to be present on site.
- Standardised procedures and the type of production offer a coherent, budget-friendly overall package of high quality.
